Rural Smart Growth: A Community-Based Plan for Valley Springs


The Calaveras Council of Governments was recently awarded a Community-Based Transportation Planning (CBTP) Grant from Caltrans in the amount of $204,648 to fund Rural Smart Growth: A Community-Based Plan for Valley Springs.  The project will produce a community planning document consistent with the Calaveras County General Plan and the California Environmental Quality Act.  The Project Coordinators include the recipient (CCOG), sub-recipients (Local Government Commission, Community Development Agency, and MyValleySprings.com), and representatives from Caltrans and Public Works.

Your participation is very important to help maximize the success of the community input process and resulting product.

The heart of the community planning effort is a highly participatory public design charrette (pronounced Sha-rette) process.  A charrette is a concentrated series of meetings, workshops and design sessions in which a professional design team works with the public onsite to produce a collaborative vision or a plan. Charrette events will take place in two stages over ten days to: 1) establish the vision for a coordinated land use and transportation plan; and 2) establish the basis for zoning, subdivision and development standards to direct revitalization of the town center and to direct the form and character of new neighborhoods, streets, and corridors.  Plan concepts and components will be presented to the community at each stage for feedback to ensure the design team of planning professionals is meeting expectations.

In an effort to build greater consensus on community planning boundaries there will be another opportunity to weigh in between the two boundaries that received the greatest percentage of support at the August 27th, 2009 meeting.  Please refer to the PowerPoint (provided below) for more information regarding the planning boundaries.
