UPLAN UPLAN is a Partnership in Integrated Planning grant effort, between Amador, Alpine and Calaveras RTPAs, Caltrans and UC Davis. UPLAN is a Geographic Information System (GIS) model consisting of individual "layers" that can be superimposed upon one another for a cumulative effect look at regional and county growth through the use of maps, tables and reports that are generated. The Calaveras Council of Governments is developing this model for potential inclusion as part of a General Plan update (can be valuable in the "Alternatives" phase). UPLAN is an effective visualization tool that populates itself based on land use assumptions and future population estimates along with many other data sets. Outputs of the model can be used to forecast impacts on various resources and infrastructure such as: open space, transportation systems, water/sewer, environmental assets, etc. The UPLAN model is currently being run through the Planning department and is intended as a "free" resource for the County/City. The Calaveras Council of Governments supports the use of this model as a "planning" tool but will not be using the model separate from the County/City General Plan update process.
